Blueprint for Maryland's Future & Clymb

Pillar 4 focuses on strengthening wraparound services through the expansion of community schools, establishing the Maryland Consortium on Coordinated Community Supports, targeting supports for students and families based on differentiated need, establishing a workgroup on English learners, and developing a funding formula based on a new measure of concentration of poverty.

Key Objectives

Develop Proxy for Identifying Students Who Need More Resources

The funding formula will be revised to add a concentrated poverty weight to support intensive, coordinated services for students and their families to meet the additional needs of students in schools located in distressed communities. MSDE will also create a report on including neighborhood poverty indicators to assess a school’s eligibility for additional support and incorporate Medicaid data in place of free and reduced-price meal (FRPM) eligibility to determine counts.

Develop Recommendations for Improving the Education of English Learners

An English Language working group will be established that is responsible for collecting data on availability and access to resources, and making recommendations to accelerate academic achievement and educational experience of more than 98,000 multilingual students in Maryland Public Schools.

Increase Per Pupil Funding for English Learners and Special Education Students

Provide more funding for English learners and special education students who may need additional support and resources enabling equitable educational opportunities and access to resources.

Fund Community School Programs for Schools with a High Concentration of Students Living in Poverty Supported by Clymb!*

Community Schools in areas of concentrated poverty will be enhanced with the Concentration of Poverty (CoP) Grants. The grant will empower Community School Coordinators and School Health Services Practitioners to conduct school-level needs assessments and strengthen wraparound services, including behavioral or mental health services for students.

Enhance Student Health Services Supported by Clymb!*

School behavioral health service availability will be scaled to ensure that all students have some exposure and access to behavioral health programming and services. This includes establishment of school based health centers (SBHC) or developing response plans to connect students to community-partnered school-based or community-based behavioral health and other services for schools without an SBHC.

*Clymb provides evidence-based solutions that teach students skills to regulate their emotions while simultaneously allowing school leadership to track data and monitor student progress and identify students who may need additional support.

Why is this important?

Data has shown that large gaps exist in student achievement among subgroups of students especially those from low-income backgrounds, non English speakers, and those who receive special education services. Furthermore, the CDC estimates that 1 in 6 children experience mental, behavioral, or developmental issues between the ages of 2 and 8. 50% of all lifetime mental health conditions begin by age 14. There is a growing need to support and equip young people with the skills and tools they need to navigate their emotions. Providing social emotional learning to all students will help elevate student performance and close achievement gaps irrespective of background, income, or any other factor.
